Often scopes start to change, some of the things that are hard to do are scoped for later stages, post go-live. You push on and get the technology into production only to find more problems. Things that worked in pre-production or proof-of-concept stage no longer work in the full-scale production environment; scalability and throughput become issues for the first time.

But you push on and often times you have no option but to live with what you and the vendor have created. Upgrades and re-platforming may solve some of your challenges but still living with the technology is like living with back pain; It is a constant dull ache for most of the time but can flair-up into something much worse if you aren’t careful. I don’t think I know a single senior IT manager who hasn’t found himself or herself in this position at one time or another.

But what is really interesting is what happens when time moves on and technology moves on and one day you are presented with a new technology; something that is so far ahead of your back pain technology as to be almost unrecognisable; something a generation ahead. Are we obsessed with Education?

I’m at one of those places in life we occasionally find ourselves where things change. My daughter will be going to University in September and my son is only a few years behind. I recall when I was at that stage and try to equate how things were in my day with how they are now. Possibly the biggest difference is that today there is a general expectation that young people will leave school and go off to university; where as thirty years ago it was somewhat less common. Student numbers as a percentage of population, at least in the UK has been increasing steadily, with only a minor blip due to changes in funding for students.

My own experience was that I couldn’t wait to leave school but University turned out not to be what I was looking for. If perhaps I had lead a sheltered home life then the newfound freedom of university life might have provided everything I needed but instead I found it to be somewhat inadequate. I felt frustrated that I was still surrounded by immature yet strangely opinionated young people whilst being in an academic environment which not only didn’t stretch me but which seemed somewhat divorced from the real world I longed to be part of. Admittedly I think many universities have worked hard to make themselves more relevant but by their very nature they are apart and separate from real life and always will be; a sheltered environment for the harsh realities of having to make a living and build a life and career.

Yet here I stand, about to send my children out into that self same world. Naturally my children believe that I have no advice to offer them about this or any other part of their lives. So I stand back and allow them to make their choices and take those last big steps to independence that we all must do; but I can’t help wondering if, particularly with the added burden of student debts, it is truly the best decision?

Part of what makes it difficult to answer this question is the attitude of most businesses today. Every job opening requires as a minimum a first degree and naturally HR will sort through the candidates removing firstly those with thirds and 2-2’s to ensure only the best candidates actually arrive to be interviewed. As a hiring manager nothing used to frustrate me more than this attitude that only graduates could do the jobs I had open. As a manager in organisations great and small I tried to look for that spark in a prospective hire; that different sort of intelligence to merely being very well educated. Certainly I wanted someone who could learn quickly as time to value is always important, but I wanted someone who was independent of thought; someone who would, and I hate myself for using such term, think out of the box!

Many of the best people I have worked with over the years have never been to university or have come away with poor qualifications. Increasingly it is hard to interview such people as in the current tight job market they never get through that first resume sift before the hiring manager ever gets to see them. Education comes in many forms and does not always have to be as formal as a university degree course.  People learn in different ways and often the most disruptive in formal education environments are the ones who shine in the real world because they are inquisitive, challenging and eager to learn. How do we hire these people earlier in their careers rather than waiting for them to be so experienced elsewhere that we look beyond what they did at school and university? I think that HR hiring teams (who incidentally are normally full of fairly new graduates) need to start thinking more broadly and not assume that a university graduate fits every single role. Speak to your hiring managers and understand what else they want from their new employees.

Given that universities, by their very nature are separate and divorced from the real world of business, I find myself wondering if the old fashioned approach of apprenticeships might not have a place in today’s modern world? I know that many organisations still operate such schemes but these tend to be more in the world of manufacturing and I suspect because this is where Universities tend to not equip graduates with the right set of skills. I do think that the same approach run by the large organisations say in financial services could benefit from looking more closely at such schemes. This does however require their senior HR people to not only think out of that box, but to put aside some of their own prejudices about what University life gives you.

Paradigm Shift

Not words I use lightly, so bare with me a little here.

I want you to stop and think about your IT organisation and how you manage it, what services it provides for you and how you deal with problems and issues with it. Before you do that, I want you to clear you mind; try to remove all of that clutter you have built-up over the years and start from a clean slate. In fact start with your business with no IT at all. Try to imagine what that would be like. I’m old enough to remember something close to that and I can still remember the excitement when Fax was invented!


So have you done that? Can you imagine doing business with no computers, no networks; no mobile devices? I’ll make it a little easier; you can have typewriters (if you are under thirty think of mechanical devices that just do word processing, but backspacing comes in a small bottle with a brush). No emails remember, you have memos internally and letters for the rest of the world. You can have a phone of course but it is tied to your desk by a cord to stop you pacing up and down with it. Well if you can imagine all that you aren’t back very far, only to the seventies really.


Now think about what your business really does. What are the things at the core of it. Obviously if you are a cloud provider your mind is pretty blank at the moment, but perhaps you work in a shop or a bank. Think about the core of your business and what things you absolutely must do to find your customers and give them the service they need and want.

Right, now layer back on all of that IT; but not all at once. Imagine you are given the job of bringing this business into the 21st century. What IT do you bring in? So OK, this is just another year like last year and presumably like next year. Well, enjoy it; what have you got to lose? Given that these walls seem to be most prevalent in the organisation most influenced by the American divisions (since all are now global in nature) I’m going to refer to these as American walls and they encircle individual business units and in many cases subsections of those businesses.

 

Take a typical global banking organisation. It will operate across many asset classes. There will be the advisory business, corporate finance, research, cash equities, fixed income, prime brokerage, commodities, FX, rates, all sorts of derivatives, perhaps High Frequency Trading and who knows what else. Many of these teams will be subdivided by geography, market sector or further by asset class and each team will build a nice high wall around itself. Inside the wall the team will build applications for trading, settlements and even risk management. They may have their own market data contracts and reference data feeds and they will guard all this jealously from all those barbarians outside the walls. They will resist all attempts to build firm wide systems siting their specialist needs, requirements to be agile, confidentiality or whatever works in their organisation.

 

These American walls aren’t hard to see if you work in the company. If you are in one of these teams you may only see your own and perhaps some of the higher ones of adjacent teams, but if you are in a cross functional group you may feel like you are wandering around the Labyrinth for all the high walls on every side. Core infrastructure teams will try to deliver uniform services into these teams and most will accept the basic services of networks, platforms and database etc. Even these however may be subtly warped once inside the walls with teams demanding considerable customisations or even full scale replacements to meet their specific needs.

 

Organisation wide projects such as SOA, service busses, Internal clouds or universal data platforms fail when they hit these fortresses dedicated to single asset classes or business practices. The not-invented-here mentality of the IT teams aligned to these groups tends to foil the simple adoption of broad architectures which would allow these global universal financial services organisation to better serve their customers, be more efficient and more than anything to save money. The problem is the constant merry-go-around of senior IT managers ensures that these new ideas get tried again and again and fail again and again. What these organisations really need is a group wide CIO of sufficient status and leadership ability to change not just the technology but also the culture to allow adoption of some of these cross silo initiatives. The bank that does that will certain gain competitive advantage. Whether that can happen whilst the business aligned IT leaders have so much power is debatable. Only a CIO who has credibility with the board will dare to make such changes. I wait and watch to see which of the global banks manages to do this first.

Financial Services Regulation – What’s all the fuss about?

I’m going to talk here about IT regulation rather than Basel III and capital adequacy etc. So if you are an economist you can look away now.

Having worked for several banks and still having many friends who work in IT functions in large banks I have some familiarity with the constant cycle of regulatory challenge, inspection, remediation and re-inspection. Some of my acquaintances in senior IT management positions argue that the regulators demands are unreasonable, that it somehow distracts from the business of building and running the bank and that it is a pain which must be borne, much like an occupational hazard. Some other CIO’s I have worked with, whom I respect greatly, have had the attitude of just get it done. No arguments, no complaining, it is a fact of life in a bank, just do it.

I tend to think that both of these approaches are wrong. My experience of the regulators is somewhat mixed but I tend to think that in general what they are asking for is largely reasonable and the fact that these controls are not in place or are not effective is quite a staggering indictment of a broken culture. A lot has been said about banking cultures being broken but my experience, certainly in Barclays Capital as was, is that it was full of very professional people trying to do the right thing for their customers and spending a lot of hours at work doing it. So what then am I saying?

I think that my criticism is more about the demands put on IT teams to do a vast amount in a very complex and pressured environment and to do it in a world where costs must constantly be reduced. The fact that these teams achieve what they do is a testament to their abilities. The trouble is that putting your head above the parapet and asking for extra money and time to ensure that the control environment is sound and will meet the regulators needs not just now but in the future is not likely to be popular with senior management, and asking to do that without an actual audit point to close is unthinkable; often that is the same senior management who later demand to know why they are struggling with regulatory audits.

But the IT controls are only half of the story. After SocGen had its rather unfortunate and public issues caused by Mr Kerviel some years ago I remember being made part of a task force to answer the question “Could it happen here?”.  Believe me, no senior manager wants to get the answer back, well yes, possibly not in exactly that way but in theory yes it could. Around that time I was being called about twice per day by vendors of security and compliance products all of whom told me that if only SocGen had had their product then this would not have happened to them. I suspect that my response was a little frustrating to them. I explained that SocGen had lots of controls that could have, and in some cases did detect the fraudulent behavior. The problem really wasn’t with the design of the controls; it was with both their implementation and their operation. If you are going to ignore you controls or provide simple workarounds for them then you must expect that at some stage your controls will be circumvented and you will be the victim of fraud.

So when a regulator, internal auditor or any other interested party puts pressure on your team to implement some new control framework rather than see it as a "just do it" (in banking terms JFDI) requirement or as a cost of doing business, perhaps think of what the control means. What behavior will it stop and how much could that behavior cost your organisation in the future. Throwing your support behind building strong and effective controls may actually stop you being the next organisation on the front pages of the papers. Of course measuring the negative is always hard so you may struggle to prove the return on investment for that project after the fact. If you find a good way of proving how much fraud didn't happen, let me know.

Those days however are passing because no sooner is your presentation put together than it is out of date. Real-time metrics and visualisations is what it is all about nowadays. Presenting now means a flourish of your corporate iPad rather than clicking through a static presentation, as you access the live system and talk the lesser mortals in the room through your data as it changes in real-time.

But not all is rosy in the garden. With great power comes great responsibility and the power to analyse and present data, as it has passed to the massed ranks of middle management has become if not abused then certainly confused. Can the root of this problem be the poor teaching of maths in our schools today, and most specifically the disciplines of statistics and probability? Surely this sort of thing is more about common sense than it is about a deep mathematical understanding of numbers? Why is it that as more people have access to the tools to present the data the less it seems to means?

Everything from the dinner arrangements to the excursions just seemed to run as if it was on rails. Add to this the project management which went before to design and commission the ship in the first place and you begin to understand the ability to plan and execute which must be evident at every level of management in this organisation.

Having worked in other industries and seen project after corporate project fail to deliver what was intended, and in many cases to deliver anything at all of value I can’t help wondering if there is perhaps something other industries might learn from this shining example. How is it that they can design and build multi-million pound ships, fill them full of food, entertainment, crew and passengers and then send them often half way around the world and do it time and time again, yet other companies can’t even get a new web application up and running successfully without squandering millions on consultancy?

The answer for me was remarkable simple. P&O certainly sticks to what they know so no need to hire expensive consultants to help them constantly change; but that isn’t it, not really. I spoke many of the crew on this cruise, from the cabin steward to the captain and many in-between. What struck me was that they all had a common purpose, far more so than I had ever experienced in any of the huge corporates where I have spent most of my life working. Every single member of the crew is there for one thing and one thing only; to make sure that each and every one of their customers has a truly great time! How many other companies have this unity of purpose? How many other companies have a simple strategy which every member of the staff know, but into and can actively contribute to?

The lesson, I suspect is that too many companies have grown large and complex and developed to many departments which fulfil ancillary or non-core functions. Over time these departments lose sight of the company purpose and develop their own ideas of what the strategy should be. Gradually the goals of the company get dispersed, diluted or lost in the mass and departments begin to pull in opposing directions. Hearing that you were about to be audited tended to spoil a very promising month. Don’t get me wrong, this wasn’t because I feared the outcome of the audit. Oh, no; it was the process I hated. There was a time, long ago now, when audit engaged less frequently and on an altogether more scientific basis. Audit engagement would consist of very defined stages as the auditors endeavored to identify if the controls they expected were in place and effectively designed and if those controls were operating effectively. Good sound statistical methods were used to select sample sizes and then to test those samples. I complained of course, it was always frustrating to have your carefully laid plans disrupted by an unexpected audit but I was generally confident that the basis upon which we designed, built and operated controls was very sound. It was more frustration than anything… Of course I always understood that Audit was a good thing; a necessary thing. Providing oversight of the control environment was a very important and essential task and Audit did it very well for the most part.

But that was then. And then was pre the current financial crisis. Audit very much changed its approach after that and I’m still struggling to understand why. For one thing, Audit became a lot more aggressive in their approach. The scientific analysis had been replaced with threats and hostility. No longer were we looking at samples but Audit were asking my team to provide “all the data for the past year”. I was always tempted to give it to them but always gave in in the end and instead tried to explain that the data for the past year amounted to hundreds of terabytes and in what form would they like it, printed or on thousands of memory sticks? And any error in all of that data seemed to result in an audit failure. Any single mistake meant that our controls were worthless and we needed to run some huge process to replace or upgrade them. The idea of an acceptable error rate was not a subject to bring up with them!

And the other thing which changed was the politics. I can see that Audit felt that bringing in security people was a good idea when it came to auditing security systems, but I think they might have been better to have brought those people in from outside the organisation. Hiring security people who were already disillusioned with their lot in life and looking to leave the bank generated a very toxic environment, particularly after a slimming down exercise when middle managers found their departments subsumed under other teams. Dealing with an auditor who has no experience of audit, but fancies himself an expert in security is bad enough but when he has a personal ambition to pin something on you can be pretty tiresome. And trying to explain to someone who built a totally useless security control which was not well operated and which you then replaced with a much better control and good, sound operational processes that you don’t feel his audit findings are sound can be a very unsatisfactory conversation. The real shame however is that the security people lacked the sound audit skills and experience. Who would have thought that I'd miss profesional auditors but it turns out that they are much better than amateur ones!

So the question which ultimately arises is “Is this new audit methodology effective”? Well, I’m not qualified to answer that. I guess you need to look at the failings of banks over the last few years since this new regime took hold and ask whether their controls have been effective? Are Audit improving the control environment?  Have the number of scandals involving misspelling or market manipulation dropped off to nothing or do they still seem to appear in the financial and general press with alarming regularity? And are these failures identified by Audit or do we hear about them from whistle blowers, other financials, regulators and exchanges? Now let me think…
